I'm currently working on my PhD focusing on infrastructures that allow the description of digital resources in a way that combines formal metadata (annotated by experts) on the one hand, and on the other hand metadata created by users explicitly (e.g, tags) or implicity (e.g., derived from user observation components). The combination of these two approaches allows to gain the benefits from both sides. Call it Web3.0, if you like ;-)
Such an infrastructure is currently being realized in the ALOE system - take a look at the ALOE prototype!

ALOEALOE is a socially aware resource and metadata sharing platform, following Web2.0 design principles. It enables users to bookmark, upload and organize any kind of multimedia content. In addition to that, arbitrary (formal) metadata sets can be associated with each resource. ALOE allows users to tag, rate and comment on resources, to find and contact other users, to share content to different types of groups, to create collections of resources, etc. In addition to that, the ALOE API allows for the integration of ALOE functionalities in various contexts and scenarios, and other (DFKI) technologies can be plugged into ALOE in an easy way.
